The School District of Lancaster, PA, has not comprehensively redrawn their school zone boundaries in nearly 40-years. As a result, five of the district’s 13 Elementary Schools are over-capacity while another four are significantly under-capacity. WXY was tasked to propose new school zones for the district.

WXY completed site surveys of all District schools to assess capacity and program needs. This effort provided WXY with reliable and granular data for the rezoning process.

Working closely with the school district, WXY began by developing five school boundary “starting point” options, each offering different advantages. Following community and District input on the starting point plans, WXY presented two refined options. One option balanced class sizes while the other balanced class sizes and rezoned the district as a feeder system.
