Using Data and Community Input to Shape School Districting

WXY directed the Comprehensive School Boundary Initiative for Prince George’s County to help create equitable, efficient use of its facilities. This effort integrated cutting-edge analysis, community input, and innovative tools to redraw boundaries for a sustainable and equitable future for the school system by addressing enrollment imbalances and ensuring students have access to modern, well-equipped learning environments

Prince George’s County’s schools reflect a stark divide—overcrowded classrooms in the north and underutilized facilities in the south. With outdated buildings and 9,000 new seats slated for construction, the district needed a comprehensive plan to balance enrollment. Overcrowded spaces strain resources, while under-enrolled schools struggle to remain viable.

WXY utilized advanced redistricting models to generate thousands of boundary scenarios, ensuring data-driven decisions. Each scenario prioritized outcomes like reducing overcrowding, consolidating underused schools, and maximizing the use of updated facilities. A key innovation was the creation of an online tool that allowed families to explore proposed boundaries by entering their home address to understand how they would be impacted by different scenarios. This fostered transparency and trust, making the process accessible and inclusive.

Community engagement was at the heart of this initiative. Public meetings, advisory committees, and interactive digital tools create opportunities for input at every stage, including Spanish-only language meetings WXY ensured the voices of parents, teachers, and students guide the process, reflecting the diverse needs of the district’s population. 

The Comprehensive School Boundary Initiative addressed the district’s stark enrollment disparities, with rapid growth in the north and declining numbers in the south and central regions. Reimagining boundaries helped Prince George’s County Public Schools bring over 9,000 new student stations online, balancing facility utilization, and creating consistent grade bands. This strategic approach ensured resources are equitably distributed and that every student has access to the space and support they need to succeed.
