Developing a Toolkit of Strategies for a More Connected and Vibrant Riverfront

WXY, in partnership with DVDL and JLP+D, crafted the Jacksonville Riverfront Activation Plan to transform the St. Johns River into a dynamic spine for the city. The plan introduces over 8,700 linear feet of new riverwalk along the Northbank and 6,720 linear feet of new riverwalk along the Southbank, making the river more accessible and inviting. By combining near-term initiatives like pop-up events with infrastructure designed to mitigate flooding and storm surge, the plan balances immediate impact with long-term resilience.

Disconnected neighborhoods, underutilized spaces, and recurring flooding diminished the riverfront’s potential as a community asset. Overcoming these barriers requires a comprehensive strategy to unify infrastructure, enhance public access, and address environmental vulnerabilities.

WXY’s approach combines immediate activation with a vision for a resilient future. The plan introduces pedestrian-friendly river walks, safe crossings, and adaptable spaces for recreation, culture, and ecological restoration. A raised green esplanade strengthens flood defenses, while new activity hubs and green plazas bring energy to previously overlooked areas. By linking neighborhoods such as LaVilla, Brooklyn, Riverside, and San Marco, the design prioritizes seamless connections and inclusivity.

WXY partnered with the Downtown Investment Authority, the City’s Parks Department, and the Jessie Ball Dupont Fund to ground the plan in community priorities. Through workshops, public meetings, and input from cultural and ecological advocates, the design reflects Jacksonville’s diverse voices and goals.
